The United Kingdom and France Will Dispatch Troops to Ukraine in the event that a Ceasefire Accord is Finalized

The UK and France have inked a statement of purpose concerning the deployment of military forces in the nation should a ceasefire be concluded with Moscow, the UK Prime Minister, Sir Keir Starmer, has stated.

Following talks with allied nations in the French capital, he noted that the allies would "create operational bases across Ukraine and build secure structures for military hardware and defense matériel" to deter any potential incursion.

The allied nations also put forward that the United States would assume leadership in verifying a halt in hostilities.

Russia has repeatedly stated that any external forces in Ukraine would be considered a "acceptable aim", but has so far not responded on this latest announcement.

Context and Continuing Conflict

Moscow's leader Vladimir Putin initiated a major offensive of Ukraine in the start of last year, and Moscow currently controls about 20% of Ukrainian territory.

"This represents an essential component of our pledge to stand with Ukraine for the long-term," remarked the UK Prime Minister.

Top officials and high-ranking officials from the "Allied Coalition" participated in the recent discussions.

He stated at a joint press conference, the Prime Minister added: "It paves the way for the operational parameters under which British, French, and partner forces could operate on Ukraine's territory, protecting Ukraine's skies and seas, and rebuilding Ukraine's defense capabilities for the time to come."

The PM added that London would be involved in any US-led monitoring of a prospective cessation of hostilities.

Security Guarantees and Diplomatic Positions

Senior Washington representative Steve Witkoff remarked that "long-term safety pledges and substantial reconstruction vows are essential to a lasting peace" in Ukraine – mentioning a key demand made by Ukraine.

He noted the allies had "largely finished" their work on agreeing such pledges "so that the citizens of Ukraine know that when this war ends, it ends permanently."

Jared Kushner, US President Donald Trump's advisor, also was involved in the discussions.

Meanwhile, President Macron Emmanuel Macron declared that Ukraine's partners had made "major progress" at the negotiations.

He added that "comprehensive" safety pledges for the Ukrainian government had been reached in the instance of a possible truce.

President Volodymyr Zelensky commented that a "major step forward" had been made in the negotiations, but added that he would only deem efforts to be "enough" if they led to the cessation of the fighting.

Last week, he said a peace agreement was "mostly finalized". Agreeing on the last 10% would "shape the fate of peace, the fate of Ukraine and Europe".

  • The Russian President has often said that Ukraine's forces must retreat from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, dismissing any middle ground over how to finish the war.

Russia presently holds about 75% of the Donetsk region and around 99% of the bordering Luhansk. The two regions form the industrial region of the Donbas.

The original US-led comprehensive proposal that was circulated to the media last year was seen by Ukraine and its partners in Europe as being heavily skewed in Russia's favor.
